This EU-CIEMBLY policy brief examines how citizens’ assemblies can contribute to the development and implementation of Europe’s housing agenda. Drawing on the project’s 2026 pilot assemblies in Colchester and Cyprus, it brings together 32 citizen-led recommendations addressing housing affordability, the use of existing housing stock, tenant protection, accessibility, access to support and more inclusive housing governance.
The brief demonstrates how intersectionality-embedded deliberation can ensure that housing policy reflects the experiences of people facing multiple and overlapping barriers, including disabled people, low-income households, single parents, migrants and students. It identifies six shared priorities for European housing policy and proposes five concrete actions for EU institutions and public authorities, including stronger resident engagement, a permanent channel for deliberative citizen input and transparent institutional responses to citizens’ recommendations.
