The following report delivers the pedagogical operationalisation of the EU Citizens’ Assembly prototype developed within the EU-CIEMBLY project. It equips teachers, in both initial
and in-service training, to design and facilitate intersectionality-aware deliberative practices in schools and to run school Citizens’ Assemblies as classroom
operationalisations of the project's core model.
The report rests on three pillars: deliberative democracy, intersectionality as a structuring principle (not a decorative theme), and education for critical European citizenship. It maps
to the Council of Europe’s RFCDC, the European Commission’s LifeComp, and the OECD guidance on deliberative processes, providing this Report with potential for policy
uptake.
The pedagogical toolkit included in this Report was piloted in two Portuguese schools (Agrupamento de Escolas de Pombal for 12th-year history students and Agrupamento de
Escolas de Odemira for 9th-year history students) in June 2026. It was considered a pedagogical resource, pertinent, flexible, and adjustable to the Portuguese learning objectives. The purpose of this Report is, however, to provide tools that could be implemented in other schools and in other national educational contexts.
