Cyprus Citizens' Assembly on Housing - Recommendations Report

The first Cyprus Citizens’ Assembly on Housing brought together 60 residents from across the country through three sessions held in April and May 2026. Participants from different backgrounds shared their experiences, examined Cyprus’s housing challenges and worked together to develop 14 recommendations.

The report presents proposals on activating vacant properties, expanding social housing, strengthening tenant protection, improving housing quality and rental security, and making housing support more accessible to those most in need. It also addresses discrimination, disability inclusion, collective living models, access to reliable information and the establishment of independent oversight mechanisms.
